Hamburg este poziționat în competiția globală cu alte metropole. Dezvoltarea urbană ar trebui să garanteze factori de localizare favorabile pentru întreprinderi, investitori și turism; ultimele golurile sunt umplute cu proiecte de creare a imaginii în așa-numitul „șirag de perle” de-a lungul malul mării Elba. „De ce St.Pauli și portul sunt atât de importante pentru maketingul turismului?”, a întrebat un membru al personalului de la Oficiul de Turism din Hamburg. „Ele atrag cei mai mult turiștii: 20 – 25 milioane de turiști pe an”. Turiștii vin la St.Pauli pentru a adera la distracția numeroaselor mari evenimente precum ‘Hafengeburtstag (aniversarea portului), Harley Davidson Days, Schlagermove (parada de muzică populară germană), Cruise Days sau Welt-Astra-Tag (eveniment organizat de o berărie locală).
Pentru cetățenii din cartier, acest lucru înseamnă mai mult zgomot, gunoi ce depăşeşte limitele precum și privatizarea domeniului public.
Evacuarea oamenilor – punerea chiriei – bang – capitalismul perfect normal – sau ce numeşti tu asta?
St. Pauli este cartierul cel mai faimos din Hamburg, de mulți ani, acesta a fost şi cel mai sărac. Dar acum numerele de înaltă și cele mai înalte venituri ale cetăţenilor sunt în continuă creștere. Contrastul social este în creștere. Filmul este despre St. Pauli nu numai ca un cartier de divertisment și viața de noapte, dar de asemenea ca o zonă atractivă rezidențială și zonă afaceri. Clădirile vechi sunt demolate sau scump renovate, chiriile sunt în creștere, o locuință închiriată este transformată în proprietate privată. Oamenii care opun rezistență sau nu se potrivesc în ceva, sunt respinşi – în mod direct sau indirect. Aceasta este gentrificarea.
Ei sunt aici şi noi nu plecăm!
Luând proiectul de dezvoltare pe scară largă „Brauquartier”, ca un exemplu, filmul ilustrează procesul de transformare de la industrie la gentrificare. Pe locul fostei fabrici de bere, 350 de milioane de euro au fost investiți, Turnul Astra a fost demolat și reconstruit. Clădirea de birouri „Atlantik Haus” este acum ocupată de BBDO, cea mai mare agenţie de publicitate din Germania, de o asociaţie a locuinţelor de lux şi de „Empire Riverside Hotel”. Proprietarii cu venituri mari se mută în apartamente. Pub-urile locale sunt înlocuite de baruri și restaurante exclusive sau cafenele la modă. Cum rămâne cu oamenii care locuiau în apartamente ieftine și aveau o bere în pub-ul de la colț pentru 1.50 euro?
St. Pauli s-a transformat în ceva ce niciodată nu mi-am dorit
Următorul proiect mare, Turnurile de dans, este deja în curs de desfășurare, cu „St. Pauli – utilizări specifice”: lîngă spaţiile de birouri va fi un bar și restaurant la ultimul etaj „unde poate nu toţi locuitorii St. Pauli îşi vor permite o masă, dar cu siguranţă o să savureze o bere”. Peste 50 de persoane au fost intervievate pentru film; experţi externi nu au fost consultaţi. Diferite persoane din cartier au cuvânt: rezidenți, angajați, artiști, vameși, fabrici de bere, investitori, asistenți sociali, proprietari de hoteluri, avocați, liderul autorității de cartier și multe altele. Și astfel filmul prezintă o gamă largă de opinii, dincolo de clișeele asociate cu cartierul de lumini roșii, criminali mărunți și săracii.
Irene BUDDE, Olaf SOBCZAK și Steffen JORG au produs documentarul Empire St. Pauli – despre Lanțuri de Perle și Dispoziții de Evacuare. Autorii aleg locații contestate și politice pentru proiecțiile lor. Cînd filmul a fost prezentat în Park Fiction în vara lui 2009 au fost prezenți 1300 de spectatori. Seara tîrziu, după proiecție, o demonstrație spontană a avut loc, în semn de protest contra gentrificării St. Pauli. Acest eveniment marchează unul din începuturile mișcării Dreptul la Oraș din Hamburg.

Main milking place St. Pauli
Hamburg is positioning itself in the global competition with other metropolises. Urban development should guarantee favourable location factors for businesses, investors and tourism; the last gaps are filled with image-forming projects in the so-called ‘string of pearls’ along the Elbe waterfront. ‘Why are St. Pauli and the port so important for the marketing of tourism?’, asks a member of staff at the Hamburg Tourist office. ‘They attract the most tourists: 20 – 25 million tourists a year.’ Tourists come to St. Pauli to join the fun at numerous large events, such as the ‘Hafengeburtstag (harbour anniversary), Harley Davidson Days, Schlagermove (the popular German music parade), Cruise Days or Welt-Astra-Tag (event organised by a local brewery). For the district’s citizens this means more noise and more rubbish on top of limitations and privatisation of the public realm.
Evict the people – put up the rent – bang – perfectly normal capitalism – or what do you call it?
St. Pauli is Hamburg’s most famous district, for many years it was the poorest too. But now the numbers of high and highest income citizens are steadily growing. Social contrast is increasing. The film is about St. Pauli not only being an entertainment and nightlife district but is also an attractive residential and business area. Old building stock is demolished or expensively refurbished, rents are going up, rented accommodation is turned into private property. People who put up resistance or don’t fit in any longer are dismissed – directly or indirectly. That is gentrification.
They are here, and we are not leaving!
Taking the large-scale development project ‘Brauquartier’ as an example, the film illustrates the transformation process from industry to gentrification. On the former site of the brewery 350 million euros were invested, the Astra Tower demolished and rebuilt. The office building ‘Atlantik Haus’ is now occupied by BBDO, Germany’s largest advertising agency, high-end housing association homes and the ‘Empire Riverside Hotel’ were put up. High income households are moving into the flats. Local pubs are replaced by exclusive bars and restaurants or trendy cafés. What about the people who used to live in the inexpensive flats and had a beer in the corner pub for 1.50 euro?
St. Pauli has turned into something I never wanted.
The next large project, the Dancing Towers, is already under way, with ‘St. Pauli-specific uses’: next to the office spaces it will have a bar and restaurant on the top floor ‘where maybe not all citizens of St. Pauli can afford a full meal, but certainly enjoy a beer’. More than 50 people were interviewed for the film; outside experts not consulted. Different people from the neighbourhood have their say: residents, employees, artists, publicans, brewers, investors, social workers, hotel owners, lawyers, the leader of the district authority and many more. And so the film shows a broad range of opinions, beyond the clichés of the red-light district, petty criminals and the poor.
Irene BUDDE, Olaf SOBCZAK and Steffen JORG produce the documentary Empire St.Pauli – On Pearl Chains and Banning Orders. The filmmakers choose political and contested locations for their screenings. When the film is shown in Park Fiction in Summer 2009, 1300 viewers turn up. Late at night, after the screening, a spontaneous demonstration starts, protesting against gentrification of St. Pauli. The event marks one of the beginnings of the Hamburg Right to the City movement.
